The negotiation of a quietness treaty with Germany started on 18 January 1919 and initially pertain 27 nations. The defeated countries, Germany, Austria and Hungary, were excluded from the negotiations. Russia was also excluded because it had negotiated a separate peace treaty with Germany in 1918. The five major victorious countries were the joined Kingdom, France, the United States, Italy and Japan.
